Return to Sport Update – 22 October

The following is a Return to Sport Update concerning Metropolitan Melbourne and Regional Victoria in regarding to vaccination requirements and the return to community sport. 

Basketball Victoria, in following the advice of the Acting Chief Health Officer on behalf of the Victorian Government in today’s Open Premises Directions (which is a document that combined with the Stay Safe Directions replaces the previous Restricted Activity Directions), can make the following announcements. 

RETURN TO SPORT REACTIVATION LEVEL 

REGIONAL VICTORIA 

Within Regional Victoria, community sport is open indoors and outdoors for training only (no competition) with the minimum number of people required for the training. 

Physical recreation facilities can open with density limits and up to 30 people indoors per space** and 100 people outdoors if everyone is fully vaccinated. If vaccination status isn’t being checked, a patron cap of 10 per indoor space** applies. 

This will put Regional Victoria – including Mildura Rural City Council which just exited lockdown at 11.59pm on Thursday 21 October – at the following Return to Sport Reactivation Levels as part of the Basketball Victoria Return to Sport Guidelines according to the vaccination status of participants who are over the age of 16: 

  • INDOOR ORANGE-30 per space** if all participants are fully vaccinated over the age of 16.  
  • INDOOR RED-10 per space – if Vaccination Status is not checked 
  • OUTDOOR ORANGE-50 (Training)

METROPOLITAN MELBOURNE 

Within Metropolitan Melbourne, community sport is open for outdoor training only (no competition) with the minimum number of people required for the training. No indoor facilities can be utilised throughout the current  

This will put Metropolitan Melbourne at the following Return to Sport Reactivation Levels as part of the Basketball Victoria Return to Sport Guidelines according to the vaccination status of participants who are over the age of 16: 

  • OUTDOOR ORANGE-50 (TRAINING ONLY)
  • INDOOR RED-0 (NO INDOOR TRAINING)

Participants from Metropolitan Melbourne are not allowed to travel to Regional Victoria to participate in basketball training as this is not a permitted reason to travel between Regional Victoria and Metropolitan Melbourne. 

VACCINATION REQUIREMENTS 

We have sought further clarity on vaccination requirements for Phase C (80% double dose – 16 plus) which we hope to have early next week.  

At this stage in Regional Victoria (Phase B – 70% double dose 16 plus) the vaccination requirement is mandatory (as per the Mandatory Vaccination (Worker) Directions) for venue staff, organisation (association or club) staff and volunteer to be able to access an indoor venue – currently only in regional Victoria.  

In addition, to be able to have 30 people per space – as per the Open Premises Directions any patron aged 16 plus must be fully vaccinated or the lower patron limit of 10 applies if vaccination status is not checked at entry. 

The Open Premises table regarding space and patron limits can be found on page 44 of the Open Premises Directions. 

**SPACE 

A space – refers to an indoor space which is an area, room or premises that is or are substantially enclosed by a roof and walls that are either floor to ceiling high or are at least 2.1 metres high, regardless of whether the roof or walls or any part of them are: 

  • permanent or temporary  
  • open or closed 
  • outdoor space means an area, room or premises that is not an indoor space. 

MASKS 

Masks are still mandatory for all patrons over 12 years of age at all times unless medically exempt. Players, coaches and referees are exempt while on court participating in an exertive role.
